Cubase 5 / No Midi FX "Track FX"

I was always using the Midi Plugin "Track FX" for e.g. changing the notes on a midi track per octave for testing things out.

In the Cubase 5 Manual it is not listed any more...

Can it be, that Steinberg deosnt deliver it with Cubase 5 anymore?
have they again taken something away?
