Environmental vandalism, right up there with the navy firing 230dB sound pulses into the ocean. Later on beached whales were found, reportedly bleeding from their eyes. Heating the ionosphere with gigawatts of radiated emissions to see what happens is patently stupid. This kind of "adventure" research conducted by the USA is a very bad idea, as the rest of the world has to live with the results.
