Question about Song Position Pointer

I got this document from the MIDI Manufacturers Association, and would like to know if anyone here knows anything about how on page 13, SPP is implemented in terms of Cubase, eg is it a matter for the sequencer to send out time signature changes and supporting hardware that implements SPP will understand or is it unimplemented in Cubase or Nuendo.

Hope someone can provide an answer.
